Add Forums Profile Comments

On the old forums, we had the ability to leave comments on other users' profiles. It was a small feature that added a very meaningful social element to the forums. This should be added to the new forums.

Yall should really add a proxy to imgur lol, for whatever reason it's still banned in the uk, so we just get a "Content not viewable in your region" image for every sig 😂
