Display TPS on factions scoreboard

It would be useful to have the server's TPS displayed somewhere on the factions scoreboard with updates every second or so. This is something that cannoning servers already do, including the cannon server on LC.

Even though cannons won't necessarily blow due to low tps, lower tps can still noticeably slow down raids and pvp. Because of this, knowing the current server tps is very important on factions.

Adding a TPS indicator to the scoreboard would give players an easy way to read server tps without having to guess. Right now, many players already use client-side mods to show tps, so this addition wouldn't be showing us information we can't see, it would just be making it more convenient and accessible for all players. Right now our client-side mods work, but they update slowly and aren't always completely accurate. This would make things much clearer to players and wouldn't take a lot of time to add.
