Make it so spamming in faction chat does not kick you

I was recently a victim of spamming in faction chat and being kicked to hub and continuing to spam which resulted in me getting an inappropriate chat mute because I didn't realize I was kicked to hub.

Please make it so the chat cooldown does not apply to faction chats! I am now suffering from an hour long mute #free me
